Technical Regulations of the Customs Union “Safety of Machinery and Equipment” (TR CU 010/2011)
On October 18, 2011 the Commission of the Customs Union adopted Technical Regulations “Safety of Machinery and Equipment” – TR CU 010/2011. On February 15, 2013 the Regulation entered into force. Scope of Regulation
TR CU 010/2011 covers:
- Load lifting cranes;
- Agricultural and live-stock machines;
- Logging saws;
- Snow-going vehicles, snow and swamp-going vehicles and trailers;
- Woodworking machines;
- Drilling rigs, pneumatic impact tools and other package units for wells and holes drilling;
- Combines, powered supports and other devices for drifting and excavation support;
- Shaft and mine hoists, and conveyors;
- Turbines and gas turbine plants;
- Diesel generators;
- Metalworking machines;
- Industrial tractors;
- Printing equipment;
- Many other devices.
The law-making body has excluded the following equipment from the scope:
- Agricultural and wood tractors;
- Medical equipment used in direct contact with patient—surgical, dental, diagnostic and so on;
- Wheeled vehicles;
- Aircrafts and spacecrafts;
- Amusement;
- Drilling rigs;
- Maritime and river vessels;
- A number of other machines.
Content of Regulation
Technical Regulation TR CU 010/2011 contains:
- Rules for machines and equipment turnover at the market;
- Requirements to their safety;
- Procedure for confirmation of machines and equipment compliance (declaration and certification);
- Mandatory requirements to operating documents;
- Marking rules.
Declaration and certification schemes, according to TR CU 010/2011
Machines and/or equipment compliance shall be declared according to the following schemes:
- Scheme 1d is for mass produced machines and/or equipment
- Scheme 2d is for a batch of machines and/or equipment (one-of-a-kind item)
- Scheme 3d is for mass produced machines and/or equipment
- Scheme 4d is for a batch of machines and/or equipment (one-of-a-kind item)
- Scheme 5d is used for machines and/or equipment:
- used at hazardous production facilities;
- if it is impossible to carry out 100% tests before their installation on-site;
- if the applicant, when confirming compliance, does not use standards specified in clause 1 of article 6 of the Technical Regulation, including for innovative products.
- Scheme 6d is used for mass produced machines and/or equipment, if the manufacturer has a certified management system.
Machines and/or equipment shall be certified according to the following schemes:
- Scheme 1s is for mass produced machines and/or equipment
- Scheme 3s is for a batch of machines and/or equipment (one-of-a-kind item)
- Scheme 9s is for a batch of machines and/or equipment of limited volume intended for equipping enterprises at the unified area of the Customs Union.
